The Foundation did the fundraising to build the trail.<\/p>\n<p>It opened in May of 2013 using federal and private dollars.<\/p>\n<p>\u201cThis particular street, Virginia Avenue was really, five\u00a0or six years ago, was just blighted,\u201d said Mayor Greg Ballard. \u201cNow look at the restaurants, look at the residential that\u2019s along it. It makes a difference.\u201d<\/p>\n<p>Mexican restaurant Tortas Guicho has been serving tacos and sandwiches since before the trail was here.<\/p>\n<p>\u201cI was here six\u00a0years ago and I can tell you, it was dark and scary,\u201d said Felipe Zarco, the owner of the restaurant. \u201cRight now, it\u2019s beautiful, new people.\u201d<\/p>\n<p>According to the report, 95 percent of those questioned say they felt safe on the eight\u00a0mile trail. And those who use it for more than exercise and recreation are spending $53 dollars per visit.<\/p>\n<p>\u201cBusinesses have chosen to be here. That\u2019s why you see all of this,\u201d said Mayor Ballard.<\/p>\n<p>\u201cOne of the things the businesses told us was one of the reasons they wanted to locate here is because of the trail,\u201d said Mark Lawrance, the director of the IU Public Policy Institute.<\/p>\n<p>\u201cIt\u2019s what we expected from the beginning,\u201d said Ed Battista, the owner of Bluebeard Restaurant. \u201cBut I think a lot of the neighborhood has been surprised that it\u2019s had the impact that it\u2019s had.<\/p>\n<p>Part of the reason why the report is so significant is because the additional $1 billion\u00a0in property values could be a windfall for the city.
